A picture doesn't show everything. I am sure there are guys facing in while others face out. I don't remember any SOP stating this from my days of carrying a weapon and disrupting people's day, it was just what made for common sense.

There was one in Texas (Dallas?) that was sued at least a few years ago for an injury. I think it involved someone hurt doing box jumps. Don't know the result of the case though.
