Gorsuch is dumm

The PDF is 3 introductory pages of "syllabus", then 20 pgs of RBG's opinion; and then some fluffy nonsense from Gorsuch. A silly, pointless, and wrong dissent. Why is he bothering to argue with Ruth about what "toll" means, when all the statutory text supports her and none supports him? Also, wasn't this already decided 15 yrs ago in Jinks v Richland Cty?
Thomas' vote was knee-jerk, and the quality of the writing explains why Kennedy joined. But it's weird that the usually-hardheaded Alito would make himself a party to this.
Gorsuch seems to be trotting out a new writing style, to appeal to the audience that wants him to be Scalia 2. Except he's bad at it.
