The body can shut off blood flow to the stump of a traumatic amputation. Happened to Leroy Petry (won the Medal of Honor). A grenade blew his hand off, and his first thought was surprise that it didn't really bleed.

His legs are clearly burned. He got them blown off by a grenade. It's not unthinkable that the heat from the blast fused the skin and the open blood vessels, stemming the flow of blood. It's fairly clear from the video that he's suffered some degree of burns to the legs.
