The Right to.......sell drugs without police interference

For those who can't figure out links:
- NYCLU files lawsuits against NYC and NYPD for patrolling public areas of buildings, if invited in by building owners, to chat with non-residents loitering in the halls. Lawsuit claims that as most of the folks selling drugs in the hallway are black or Latino, the program is racist.
Surely, it could be argued that using police to patrol private property isn't appropriate but if you have people loitering in the halls of your apartment complex, I fail to see why you wouldn't want the police to clean them out.
