Declining population over the next century is one of the reasons that China will not overtake our economy. Strong organic population growth is a cause for celebration. Means we don't have to rely as heavily on immigration, perhaps. Immigration is not a bad thing as long as we attract the right kind of immigrant (educated and/or with job skills). Either way, positive population growth is good for a nation that has a mind to keep its economic and military dominance. Declining population...different story.
White population growth is an especially bright sign that just about any honest economist would admit to during hushed conversation over drinks. Whites tend to have higher educations, more job skills, and less social problems. As parents, taking that to the dinner table every night eventually rubs off on the kids, and they tend to go out and seek education, accrue skills, and have less social problems. What you end up with on average is a self-repeating clone of higher producing citizen that costs less from a governmental support standpoint (less need for income assistance, police oversight, institutionalization, etc).
Exploding population growth amongst non-Asian minorities is not necessarily a death blow to the country, but it would certainly point to an increase in the cost to educate future generations and bring them into the workforce with needed skills (not to speak of keeping them out of jail or stopping them from filling the streets with their squawking bastard children).
