I need to check under the hood says, Officer Friendly
From the report.Florida police captain charged after teen claims he made her strip
MIRAMAR, Fla. – A South Florida police captain has been arrested on charges that he forced a 15-year-old girl to disrobe so he could check whether she was having sex.
Broward County prosecutors say 46-year-old Miramar police Capt. Juan De Los Rios is facing two counts of lewd and lascivious conduct by an adult against a minor. Each count carries a potential 15-year prison sentence.
Authorities say De Los Rios encountered the girl and a 19-year-old man in the back seat of a car. The two told him they were just talking and not having sex. But prosecutors say De Los Rios told the girl to take off her clothes so he could make sure.
A 28-year veteran, De Los Rios is suspended without pay.
Check what?" the victim said.
"I need to see inside."
"Inside what?"
The officer indicated between her legs and said "I need you to pull your pants down. I need you to take it all the way off," referencing her underwear. "I need you to open it," the officer said before using his flashlight to examine the victim's genitals. "No anal sex? No sex in general?," the officer continued.
"No, no."
Explaining that he needed to check for bruising, the officer then examined the victim's breasts before telling the teens, "Alright. Go home."

Sex for your stuff back. Even trade.
A Bakersfield police officer is accused of withholding previously stolen property from a female theft victim and asking the woman for sex in exchange for returning her property.
Patrick Lefler, who has been with the Bakersfield Police Department since 2009, allegedly sent the woman text messages suggesting he would return her property, but only if she met him for sex.

http://en.wikipedia.org/wiki/Peelian_Principles1) The basic mission for which the police exist is to prevent crime and disorder.
2) The ability of the police to perform their duties is dependent upon the public approval of police actions.
3) Police must secure the willing co-operation of the public in voluntary observation of the law to be able to secure and maintain the respect of the public.
4) The degree of co-operation of the public that can be secured diminishes proportionately to the necessity of the use of physical force.
5) Police seek and preserve public favour not by catering to public opinion, but by constantly demonstrating absolute impartial service to the law.
6) Police use physical force to the extent necessary to secure observance of the law or to restore order only when the exercise of persuasion, advice, and warning is found to be insufficient.
7) Police, at all times, should maintain a relationship with the public that gives reality to the historic tradition that the police are the public and the public are the police; the police being only members of the public who are paid to give full-time attention to duties which are incumbent upon every citizen in the interests of community welfare and existence.
8) Police should always direct their action strictly towards their functions, and never appear to usurp the powers of the judiciary.
9) The test of police efficiency is the absence of crime and disorder, not the visible evidence of police action in dealing with it.

Last July, Leila Tarantino claims that she was pulled over by an officer with the Citrus County Sheriff's Department. In the suit, Tarantino says she came to a full stop and should have never been pulled over in the first place.
A passing cop pulled a u-turn, flashed the lights, and rolled up behind her. Tarantino claims that the cop immediately drew his weapon, pulled her from the car, and refused to explain why he pulled her over. Tarantino's two young children watched all of this unfold from inside her car.
The cop then placed Tarantino in the back of the squad car, where she allegedly sat for two hours. When backup arrived, Tarantino was strip searched on the side of the road, where passing motorists could see everything.
Then, in a gruesome twist, a female officer "forcibly removed" a tampon from Tarantino. Presumably, the cops were looking for drugs, but the lawsuit notes that a drug-sniffing dog was never called in, and cops never found any contraband or anything illegal.

Mark Worsfold, 54, a former soldier and martial arts instructor, was arrested on 28 July for a breach of the peace shortly before the cyclists arrived in Redhouse Park, Leatherhead, where he had sat down on a wall to watch the race. Officers from Surrey police restrained and handcuffed him and took him to Reigate police station, saying his behaviour had "caused concern".
The man was positioned close to a small group of protesters and based on his manner, his state of dress and his proximity to the course, officers made an arrest to prevent a possible breach of the peace," Surrey police said in a statement.
Worsfold, whose experience was first reported by Private Eye, claims police questioned him about his demeanour and why he had not been seen to be visibly enjoying the event. Worsfold, who was diagnosed with Parkinson's in 2010, suffers from muscle rigidity that affects his face. He was released after two hours without charge or caution.
"It could have been done better. I was arrested for not smiling. I have Parkinson's," he said, adding that he realised the officers were working long hours and trying to control the event properly, but they had not, in his case, acted correctly. He said he did not want to make further comment until he received a response from Surrey police.

According to police, Carter managed to get a gun and fired a single shot into his head. Just how the police officer who searched Carter was able to find what amounted to a dime bag of pot but missed a small-caliber handgun is a mystery to a lot of people.
And so, too, is how Carter could have shot himself in the head, even though “his hands were still cuffed behind his back,” according to the police report. His mother, Teresa Carter, told a Memphis, Tenn., television station that police said her son was shot in the right temple. But, she said, Carter was left handed.
“Attached hereto is a copy of Mr. Trump’s birth certificate, demonstrating that he is the son of Fred Trump, not an orangutan,”
Re: Officer Friendly.
A dime bag of pot? The officer should have called for a SWAT team to handle a criminal that dangerous. Then there would be no question of how he got shot.

He's an entrepreneur
When Jan Michael Matos-Reyes' $1,200 paintball gun and gear disappeared from a Brevard County paintball field, he was persistent about trying to get it back.
he seller posted a picture, including a very fine detail: its serial number.
"And then when I saw the back of the gun, I could make out four of the five numbers," said Matos-Reyes.
He kept in contact with the seller and told Brevard County deputies, who arranged to meet the person at a Palm Bay convenience store.
They said when they did, they were shocked to find that the seller was one of their own: Patrol Deputy Matthew Plymale.

I have no fucking words. The federal government has more than 400,000 pages of evidence against fugitive Miami doctor Armando Angulo, taking up some two terabytes of digital space. On the surface, it sounds like a pretty solid case. But at the urging of prosecutors, charges were dropped against the doctor because the evidence is simply taking up too much space on government servers.

Re: Officer Friendly.
No, Officer Friendly...you shouldn't shoot people in the back.
Scottsdale, Arizona police used excessive force in 2008 when they shot a man in the back without a warning, rendering him a paraplegic, a judge has ruled.
David Hulstedt, who was 35 at the time of the shooting, filed a $40 million lawsuit against the city in 2009.
An August 6 ruling in the suit by U.S. District Judge G. Murray Snow describes how police showed up to Hulstedt’s north Scottsdale home because they were concerned about the safety of the man’s 2-year-old daughter, but then caused the girl to be injured in a fall when they shot Hulstedt for no good reason.
One officer may have lied in his statements about the incident to make the shooting seem justified, the judge’s ruling states.
The incident unfolded on November 7, 2008, after Hulstedt had a mental breakdown during a fight with his parents.
Under treatment for anxiety and paranoid schizophrenia, he had seen his doctor that morning. At 12:20 p.m., he called police saying there was an “emergency” and he needed then-Governor Janet Napolitano to come to the home. A dispatcher, worried about the baby she heard crying in the background, sent out a top alert to police, who ultimately surrounded the home near Dixileta and 68th Street.
Hulstedt talked to a negotiation team several times, and at about 2 p.m., he told cops he was coming out. When he did, he held his baby girl over his head while officers yelled at him to put her down.
One officer later told investigators he could have shot Hulstedt with a Taser, but he was worried the shock would cause the man to drop the girl, injuring her. Apparently being shot in the back is less debilitating than being shot with a Taser.
Sergeant James Dorer, standing 24 feet away, and Sergeant Richard Slavin, 96 feet away, decided to open fire. Of the four shots they fired, three hit Hulstedt from behind. His daughter suffered a skull fracture when she fell six feet to the pavement.
The failure to issue a warning before shooting the unarmed man was bad enough, Snow stated.
But “by shooting David, the officers caused the very harm that a reasonable officer could believe that David posed to (the child),” Snow wrote.
