I am ignoring your insults. As long as the conversation stays on civilised level I am open to it. No, I have not read the book, it's not published yet. I didn't quote the book. I have quoted the fact that twenty two high ranked analysts have the view that USA is heavily involved in the dangerous game.
Viewed from the perspective of the 22 highly-credentialed analysts
who have contributed to this anthology, it’s an entirely different
story. Obama's pivot is global, in pursuit of unchallenged worldwide
dominance, leading to multiple direct and proxy wars. Neocon-
dominated Washington seeks to marginalize its Russian and Chinese

eye of the storm, the crown jewel of NATO eastward expansion, the
last step in Washington's drive to incorporate all former Soviet
republics and Warsaw Pact countries into NATO and install missile

You are playing games again. You don't have any idea what the book says because you are only familiar with the synopsis you posted. That said, there is considerable hyperbole in the quote, to the point of nonsense. So, I indulge you...
Which direct wars is the USA involved in right now? And which proxy wars?
In what way is the USA marginalizing China? Is it with the billions of dollars we send them each year?
In what way has the USA surrounded China with US bases under the Obama administration?
How is the US "driving" ex-Soviet states into NATO and by what mechanism? Seems to me Putin has this one well in hand as all his neighbors are either his puppet (Belarus) or terrified of him (Georgia).
Why is Russia alarmed by a missile defense shield if it has no intention of using its missiles against its neighbors?
I don't believe that the USA is particularly innocent, but certainly, the idea that it is prosecuting some unilateral grand strategy is laughable. It also, and this is a consistent and critical flaw in your thinking, absurd to overlook the fact that Estonia, Latvia, Lithuania, Georgia, Ukraine, and Poland all have large, irrefutably anti-Russian constituencies. The reality is that virtually every country which shares borders with Russia faces aggression or the threat of it any time it tries to disengage from the bear's paw.
All you have managed so far is to say, "some people, somewhere, are saying something bad about the USA! See! This proves my point!" In fact it proves nothing other than that you lack strong rhetorical ability.
