They've changed some of story enough that it's almost totally different from the original. It's almost as if they didn't think the audience would be able to follow along if they didn't spell everything out in the story and explicitly express thoughts and emotions.
Some scenes were EXACTLY like the anime movie from '93(?) - and they were done well.
Scarlett Johansson was really mediocre, but I've never been a huge fan. If you liked her as Black Widow and that Limitless rip off, you'll probably like her here too.
I'm guessing most people will either love it or hate it. For me, it's a like an okay Blade Runner wannabe - I'd give it 7/10.
