Never Happen. Falls under "Public Welfare and Safety Provisions". Most major city's, including yours, have the same deal. Its worse in Europe for the record.

Justice rarely happens but this behavior falls well outside their charter. Believe me. I was inside City government during WTO and the APEC riots in Seattle. In both cases the actions (milder by a far stretch) were found to be extra-legal. This is waaaaay outside the bounds of acceptable.

My first dispatch job at Ghetto City PD put a policy like this in place. It does seem to stop the extra violence, but that's about it.

I always felt that the key to reducing crime is harsher punishments. Of course no one is scared to sell drugs when the punishment is 6 months in prison or some BS like that. How about mandatory death sentences for anyone found in possession of a banned substance. You don't think that would make people reluctant to risk it? Imagine life in prison for speeding. Everyone would be driving 20 mph under the speed limit on the highway. Life decisions are all about risk vs reward. If the reward is millions of $ and the risk is a few months in jail, few would pass that up. You have to make the risk outweigh the reward bigtime if you want to stop the actions. Unfortunately, the people who make the laws are well aware that the drug trade is a big business that reaches far higher than some nig on a street corner, so they're going to keep the penalties as lax as possible to make sure that rivers of money keep flowing up the chain. It's all a scam.
