This seems very innocuous to me since in context the dashes and pronoun make it pretty clear he's talking about infrastructure. If he said "If you've got a business you didn't build it" he could go eat a dick, but he didn't say that.

The people that the President pointed out that are just as smart, work just as hard but are less successfull. All have access to the same infrastructure, why are they not as successful? Is it the man keeping them down? The other guys are just lucky? If the main thing to ones success is infrastructure why is everone not running their own company?
